Conviction for Unlicensed Contracting During a State of Emergency

Alfredo Silva Marrero, of Miami, was convicted of Unlicensed Contracting During a State of Emergency, following a one-day trial in Lee County. The jury returned the guilty verdict just after 5 p.m. Wednesday night.

Assistant State Attorney John Humphreville, of the State Attorney’s Office Economic Crimes Unit, prosecuted the case.

The defendant was arrested in 2023, following an investigation by the Cape Coral Police Department, that started with a complaint from a citizen, to the Department of Business and Professional Regulation. The defendant was paid $80,000 to do repair work on a home following Hurricane Ian.

He acted in the capacity of a general contractor but did not have a professional license or certification as required by Florida law. He entered into a contract with the homeowner and engaged in business as an unlicensed contractor during a time of a declared State of Emergency for Hurricane Ian.

Sentencing is scheduled for August 19, 2025.
